WIOA & ILP Youth Case Management / Career Services Specialist (Grant Funded)

Basic Functions & Responsibilities:

This position is a grant funded position, and contingent on receipt of funding from Bay Area Workforce Development. The employee is responsible for providing case management services at the Menasha Job Center, Fox Valley Technical College Appleton and Oshkosh campuses and Outagamie and Winnebago County Health and Human Service buildings to participants eligible for Workforce Investment and Opportunity Act (WIOA) services and funds and to those eligible for Independent Living Program (ILP) services and related funds.

Essential Job Functions/Secondary Job Functions:

  • Provide case management services to youth on assigned case load.
    • Foster care youth and those that have aged out of foster care - This case management involves facilitating their transition from foster care to independent living and adulthood, including assistance with education, employment, housing, social and emotional wellbeing and health, permanent connections, transportation, financial management, and soft skills.
    • WIOA eligible participants - assist in establishing career, educational, and/or employment objectives and developing steps/services needed to accomplish these objectives.
  • Refer youth to community resources when necessary and support the youth in becoming self-sufficient.
  • Collaborate with individual county health and human services personnel to identify and work with foster care youth prior to them aging out of care in order to create a smooth transition to the ILP case manager.
  • Assist in the creation of foster care youth’s Independent Living Transition to Discharge Plan.
  • Provide WIOA eligible participants with assistance in securing Individual Training Accounts and non-WIOA financial aid applications and use proper policies and procedures to obtain Education Training Vouchers and financial resources for food, housing, transportation and other emergency needs for ILP youth.
  • Provide ongoing assessment of ILP and WIOA participant’s abilities, goals, and needs.
  • Use eWiSACWIS and ASSET to record services and case notes.
  • When appropriate, work with FVTC staff in student/client outreach and intake. Arrange for counseling workshops, employability skills courses, basic skills courses, occupational skills courses, or other services as needed.
  • Submit to the Bay Area Workforce Development Board all required documentation and paperwork required for successful acquisition of participants’ individual training accounts.
  • Work with ILP and WIOA teams and leadership groups to develop, manage and improve the work processes.
  • Develop career center services at the outreach center including but not limited to: administering and scoring various objective career and educational assessment instruments; maintain resource materials (e.g., career planning, labor market, job search, educational programs, financial aid, etc.); and otherwise assist students/clients in securing career, educational, or employment information.
  • Identify and locate youth that are eligible for receiving services but are not currently connected to services.
  • Actively participate in NEW Job Center coordination activities, representing the ILP and WIOA training components.

Qualifications, Training and Experience:

  • Minimum Bachelor’s Degree required, preferably in a field related to education, administration, or human service; AND.
  • Minimum of three years of demonstrated, direct occupational experience with youth-centered plan development and goal setting required; AND.
  • Two years of experience in direct case management of youth required; AND.
  • Demonstrated passion for working with and serving youth required; AND.
  • Demonstrated knowledge of trauma informed care and impact of trauma on youth strongly preferred.
  • Social work experience within the foster care system preferred; OR.
  • An equivalent combination of related education, training, and experience.
  • Demonstrated experience in building relationships with clients and understanding their diverse life situations with the demonstrated ability to assist them in their process of securing employment and/or enrolling in community or educational services;
  • Demonstrated experience working cooperatively with community agencies and developing inter-agency procedures with common clients.
  • Demonstrated experience working with advisors and counselors in assisting clients in developing personal plans (establish career, educational, and/or employment objectives and steps/services needed to accomplish).
  • Working knowledge of large organizational and/or public systems.
  • Experience with administering career and skill assessment instruments on an individual or group basis.
  • Valid driver’s license, with willingness and ability to travel to various locations within the region served by the contract.
  • Native level fluency (written, oral, and auditory) in Spanish or Hmong Language preferred.
